In a significant development shedding light on the vulnerability of the United States’ borders, Enforcement and Removal Operations (ERO) Boston revealed the apprehension of Wilmer Alexy Garcia-Manzanarez, a Salvadoran national and MS-13 gang member wanted for homicide in El Salvador. What’s particularly alarming is that this 44-year-old criminal had managed to enter the United States multiple times despite being previously removed
ERO Boston Field Office Director Todd M. Lyons expressed the severity of the situation, stating, “This unlawfully present fugitive is a member of a violent transnational criminal organization who is wanted for murder in his home country.” He emphasized the importance of the arrest in enhancing public safety within the Commonwealth of Massachusetts.
Garcia-Manzanarez first entered the United States illegally through the Canadian border in New York in March 2001. Despite being apprehended by the U.S. Border Patrol, he managed to evade authorities and was subsequently ordered for removal in absentia by a Department of Justice (DOJ) immigration judge in March 2002. However, this removal order wasn’t effectively executed until January 2007 by ERO Phoenix.
Shockingly, this dangerous criminal reentered the United States in May 2010, only to be arrested again in Texas. Despite being removed a second time by ERO San Antonio in July 2010, he persisted in his attempts to enter the country unlawfully. He was apprehended once more in September 2012, with USBP reinstating his prior removal order. ERO Harlingen finally succeeded in removing him from the United States in October 2012.
However, demonstrating an extremely concerning gap in border security, Garcia-Manzanarez managed to reenter the United States for a fourth time through unknown means and at an undisclosed location. His presence in Massachusetts prompted deportation officers from ERO Boston to arrest him in Foxboro on February 19, 2024.
The Salvadoran national, now in ICE custody, awaits removal from the United States. This case underscores the challenges faced by immigration enforcement agencies in maintaining border security and preventing individuals with criminal and terrorist backgrounds from entering the country unlawfully. It also raises questions about the effectiveness of current border control measures and the need for more stringent enforcement strategies to safeguard communities from threats posed by transnational criminal and terror organizations.
