Portugal Tightens Migration Policy Under New Right-Leaning Government

Portugal’s new center-right government, led by Prime Minister Luís Montenegro of the Social Democratic Party (PSD), has announced plans to tighten immigration rules. This move follows significant gains by the country’s conservative opposition party, Chega, in recent elections, which campaigned on massively restricting migration.

On Monday, lawmakers called for repealing a policy allowing non-EU citizens to move to Portugal without a work contract and apply for a residence permit after paying social security contributions for a year.

According to the new bill, migrants must have a work contract before they can move to Portugal. Access will be prioritized for qualified professionals, students, people from Portuguese-speaking countries, and those coming to Portugal for family reasons, as reported by Bloomberg.

Prime Minister Montenegro stated that Portugal needs people who want to help build a more just and prosperous society. However, he also aims to “put an end to the excessive abuse” of the hospitable policy. Opposition leader André Ventura of Chega believes that the announced plan does not go nearly far enough.

Rising Immigration in Portugal

In the past five years, Portugal’s foreign population has doubled, with many migrants coming from Asia to work on farms and in restaurants. According to government data, foreign arrivals now account for about a million people, roughly a tenth of the total population. Last year, 180,000 migrants were regularized.

Although Portugal has one of the most open immigration policies in Europe, the country has experienced a political shift to the right in recent years. Controlling migration has become a key issue for voters, who have turned to Chega, now the third-largest political party in Portugal. After the March elections, the party’s parliamentary representation quadrupled to fifty politicians.
