The Rise of a New Caliphate: Europe Faces Growing Jihadist Threat as Islamic State Regroups

As the Islamic State regroups in Somalia and jihadist propaganda fueled by the Gaza war radicalizes Muslim youth through mosques, online platforms, and unchecked hate-preaching, Europe faces an escalating threat of terror that law enforcement is ill-prepared to confront.

Europe is once again on high alert as a resurgent Islamic State (IS) begins to re-establish itself, with its operations shifting to Somalia. According to the latest threat assessment by the Dutch National Coordinator for Counterterrorism and Security (NCTV), Europe must prepare for a fresh wave of jihadist attacks.

The intelligence services have observed that Somalia, now serving as a base of operations for IS, is attracting jihadists from Europe due to its accessibility. Where Syria was once the primary destination for European jihadists, Somalia has now become the preferred conflict zone. While Gaza has emerged as a symbolic rallying point, access to the war-torn enclave remains difficult, forcing jihadis to seek alternative regions like Somalia.

IS-K and the Afghan Connection

The resurgence of the Islamic State isn’t limited to Africa. The AIVD, the Dutch intelligence service, has also highlighted the growing influence of IS-K (Islamic State Khorasan Province), the faction operating from Afghanistan. This group has demonstrated an ability to extend its networks into Europe, where several arrests have been made.

The dismantling of IS-K cells and networks in recent months highlight the persistent and evolving nature of the threat. IS-K, known for its brutal and ambitious tactics, remains intent on exporting its terror to Western targets.

Clare Lopez’s analysis of IS-K, presented in her October 2021 interview with RAIR Foundation USA, emphasized the urgent need for the West to address the group’s growing influence. Drawing on IS-KP’s history in Afghanistan, Lopez warned of its global ambitions and its ability to exploit regional instability.

Despite occasional internal conflicts, jihadist groups such as Al Qaeda, IS-KP, and the Taliban remain ideologically aligned, presenting a unified front in their shared commitment to establishing an Islamic caliphate. This ideological unity not only strengthens their operations in Afghanistan but also increases the risk of coordinated efforts to export terror to Europe.

Gaza Conflict as a Catalyst

The ongoing Gaza war, sparked by the October 2023 Hamas attack on Israeli and Jewish civilians, is fueling a new wave of Islamic jihadis across Europe. IS and Al Qaeda are using the conflict in their propaganda to incite violence, particularly against Jewish and Christian targets in the West.

According to the NCTV, young people are especially vulnerable to Islamic jihad. Since the war began, roughly two-thirds of Islamic terrorism suspects arrested in Europe have been under the age of 20. These young jihadis are being groomed online by seasoned jihadist operatives, who exploit violent imagery and incendiary rhetoric to incite attacks.

“Young people with jihadist sympathies are increasingly able to connect with hardened ISIS members via online platforms,” the NCTV warns. “This direct communication enables the grooming process and increases the likelihood of attacks being carried out.”

However, the online sphere is not the only breeding ground for terror. Many young Muslims are also being indoctrinated within mosques by the Quran which preaches hate and violence against unbelievers. Law enforcement agencies, often terrified of being accused of Islamophobia, fail to monitor mosques. Further exacerbating the issue, most within law enforcement remain naïve about the Islamic threat and jihadist ambitions, as they have been misled by their government superiors into believing that Islam is solely a “religion of peace.” This deliberate ignorance leaves critical gaps in prevention and enforcement, allowing Islamic terror to spread unchecked.

Youth Radicalization and Grooming

The rapid radicalization of European youths is particularly alarming. Authorities across Europe are monitoring dozens of teenagers, some as young as 12, for spreading Islamic terror propaganda or plotting attacks. The NCTV highlights that plots directed by IS are often highly ambitious, aiming for maximum casualties, spectacle, and media attention.

Security Services Under Pressure

While European intelligence services have successfully thwarted numerous attack plans, there are growing concerns about capacity and focus. Many security agencies are stretched thin, with significant resources diverted to counter the geopolitical threats posed by Russia and China.

This diversion of attention, combined with the sheer volume of Islamic plots, poses a major challenge. Large-scale conspiracies are relatively easier to detect, as they require communication between plotters. However, the lone-actor attacks, which are harder to monitor, remain a significant threat.

The NCTV emphasizes that Europe’s counterterrorism measures must remain vigilant and adaptive to prevent these “lone wolves” from slipping through the net.

Rise of Somalia’s Jihadist Hub

The shift to Somalia as a jihadist stronghold marks a dangerous new chapter. Analysts report that IS has successfully regrouped and rebuilt its networks in the region, operating with relative impunity. Somalia’s strategic location and weak governance make it an attractive base for launching attacks against Europe.

The threat is not limited to IS alone. Al Qaeda factions remain active in Somalia and other parts of Africa, further exacerbating the security challenge. Both groups continue to exploit global conflicts, particularly the Gaza war, to mobilize support and inspire attacks.

The Road Ahead

Europe stands at a critical juncture. The resurgence of IS, coupled with the destabilizing effects of the Gaza conflict, has created a fertile ground for Islamic violence. Intelligence agencies are on high alert, working tirelessly to intercept and dismantle these terror networks before their plans materialize.

The NCTV’s warning serves as another reminder that the threat of Islamic terrorism has not diminished. As IS regroups and shifts its focus to Africa, European nations must adapt to this evolving landscape, reinforcing their counterterrorism capabilities while addressing the root causes of radicalization, Islam.
